Thank you Steve for your personal and thoughtful comment.
It seems that this subject is continually swept under the carpet but grows daily in the occurrences. A 'beginning' solution must be implemented and then adapted and changed according to the needs.
What does "when resources permit" actually mean? Last time I checked, emails were free, so the only resources needed would be to implement an email program. In addition, I think the investment in such a program is worthwhile and vitally important, at least for the health issue. In other words, it simply means, people are lazy and would rather someone else would do it.
I am quite aware there are additional important matters, but recalls have been showing through the cracks almost on a daily basis now. I have been saving articles and stories of recalls of hazardous toys, non FDA approved drugs, foods, electronics, and more. It is absolutely amazing how many things are out there, that should NOT be.
What should we do? What we have been doing, speaking, writing and letting people know. As an optimist, I believe we will eventually reach a screamer...then people would not be able to keep ignoring this.

For several months I've been emailing Australian TV current affair shows, morning news shows, newspapers and political parties (we have an election later this year) to get them to understand how frustrating and annoying the current situation is with regards to recall.

For example, as a parent of a young child it make me angry that Chinese manufactures have been putting lead in the paint they use on toys. This has been done apparently for several years without any government authority in any country knowing about it. My suggestion has been that Australia establish a testing program of toy before they released onto the market.

Not one person has replied to my emails. They don't seem to care about the health risks to our children from such products. I bought a $35 lead testing kit and will be checking several toys before allowing further use.

My idea for a national testing program has fallen on deaf ears. I'm surprised that parenting groups in the USA haven't been demanding their government do something.

In June I sent feedback to the Australian government website that lists recalls suggesting they start an email notification registry for recalls. They replied that they were considering it and may do so 'when resourses permit'.
